"Mr Emof,"Khaat sighed, "You do not seem to be aware of the severity of your situation. I cannot speak for anyone else, but I, myself, am tiring of your constant excuses about why you will not comply with ministry or Wizengamot directives. The real subject here is whether or not you are guilty of murder, and the more you defy our directives, the more you only sentence yourself. The orders of the ministry thus far and this court are to surrender any and all horcruxes and surrender the elder wand. Those are clear, and we are not likely to change on those decisions. There are those on this court who are not unfeeling and unsympathetic to your cause and your situation. However, you do, very efficiently, tie our hands from helpng you when you will not help yourself. The more defiant you become, the more guilty you appear, and the more you convict yourself.
My opinion before this court has been abundantly clear from the outset, and very little about my views have changed since the beginning of this ordeal. The fact does indeed remain that you are a child. We are adults. There is very little that you can effectively accomplish at your level that we cannot undo. Your assertions to the contrary are either sheer ignorance or outright arrogance on your part. If you want to stay out of Azkaban, you will have to start remembering your place in this world, and that is to obey your superiors.
"I will firmly stand in open disagreement about your being sentenced to Azkaban. The minister and I do openly disagree about that, as you have clearly heard. I have not changed my views on that. However, you are still a child in open defiance of the highest wizarding court in this country--and that, Mr. Emof, is sheer childish stupidity for the sheer sake of being defiant. I advise you to quit kicking your supporters and start allying with them. If you do that, you may find you survive this thing!
"As for you, Minister, I am shocked by your political ignorance. Germany has long been an ally of Britain, in the muggle world and in the wizarding world. They are as keenly aware as anyone else that sometimes difficulties happen even between allies. But we long ago agreed to work through those things. I am absolutely positive that Germany will find other resolutions to Mr. Emof's situation as amenable besides wisking him off to one of the most barbaric places in the wizarding world. They have traditionally only wanted to see that some reasonable action was taken. And they are entitled to know that we have addressed this issue. They are absolutely not entitled to the vengeful conviction of a child to an adult facility. That is revenge for the sake of it, or it is a handy way to try to silence the truth of a much more heinous crime afoot. In which case, the Wizengamot surely needs to investigate further to find out where the true corruption is. And I shall be more than eager to begin that at once. " Khaat glared deliberately at the minister to send her message loud and clear that she was highly suspicious of the minister himself in this affair. He was too eager to push logic and reason aside as long as he could accomplish the goal of sending Emof to Azkaban. If he did this, she was clearly going to dedicate herself to her own investigation of him.
"Today, though" Khaat continued, "the most important thing is this boy's rehabilitation. Anytime a person goes into a prison situation, it is far more important to weigh out whether or not the inmate will learn far more negative habits there than he might in some community based program on the outside.
"That is why the United States is going to far more community based programs, not only for convicted felons but also for persons with mental health disorders. They don't even have assylums there anymore. Everything is community based. I believe it is far better for this child to learn from positive wizarding influences than it is to be living his life around convicted dark arts followers. You cannot prove he will emerge from there one ounce better, but there is, in fact, a great deal of research that states he will emerge a great deal worse!
"I am willing to help monitor this young man, as his Probation Officer, if you will, and keep him from Azkaban, with the help and permission of Headmaster Shacklebolt, on one condition. He must surrender all horcruxes and the elder wand. If his shipments of blood, which we all are agree are necessary for his survival, have been stopped, that must be remedied immediately. Hunger will drive any of us to do drastic things. It appears someone has been deliberatly setting Mr Emof up for being just that desperate. I want to know exactly who is responsible for the shipments and who has had them stopped and why. I am not willing for us to close this case without the full inforation. It is looking, minister, like you may have a longer history and involvement with this case than you have discolsed to us. Perhaps it is time for you yourself to confess your knowledge of these events. "
