(Posting as Fleur cause she was technically and order member it just hasn't been approved yet) I would say Bill or Ron myself since they are graduates and have been order members for a long time.

Well I'm just trying to suggest Graduates that are in the order. Matt plays bill so if you want a leader who will definately be active then make Bill head of the order.

I wouldn't choose Ne'Os since it's kind of weird to be Head of Death Eaters and later become OotP leader.

Before I would have volunteered for the position myself but, I think that I need more experience. I think Ron is a good candidate as he is an original character and a graduate.
