A miserable low life who needs to find something better to do than spy on people who have a high stata.
I think JK Rowling did a great job in describing Rita, by giving her flaws that people could play on;
Like when Hermione said she'd tell the Ministry for her being an illegal animagus if she didn't do the article for Harry..
