The Ministry of Magic has released an amendment to the laws on Magical Creatures. Gideon Pierce has stated the definition was only for clarification of a term that has previously been left as "unspecific" and "unclear."
The previous law has specified a magical creature as "a species of living creature that is not human, as determined by some combination of thought, feeling or behavior." The Ministry has determined that the definition was vague and confusing. The new definition is, supposedly, just a normal "continuing development" of making wizarding law clear and more beneficial and equitable for all.
The new definition specifies that a magical creature is "a living creature who possesses any degree of otherwise non-human creature in their living form." The question that the Daily Prophet has as it reads what Deputy Minister Pierce calls just the "normal daily business of the Ministry", is how it reclassifies many witches and wizards as not being human but, now, by definition, are magical creatures.
While vampires, werewolves, veelas, giants, etc. have accepted that they are seen as being different than their purely human counterparts, now those persons who are half vampire, half veela, half giant, are now not going to be, apparently, classified as human but instead will now be considered a Magical Creature and as such, will fall under the guidance and supervision of the Department of the Regulation and Control of Magical Creatures. The implications of this can be, as we see it, immense.
When we posed this question to Mr. Pierce, he merely smiled at us and replied. "I don't know what you're worried about. It's only a definition." And at that he walked away from this reporter. We will all see, presumably, in short order, if this is merely a definition--or not.
